What is the difference between outbound delivery and goods issue?

Outbound delivery is a step that precedes goods issue in the order-to-cash process. Outbound delivery is basically the execution of delivery of goods to customers, whereas goods issue is the depletion of the inventory to your customer. Therefore, outbound delivery�is not accompanied by quantity or value change sin inventory while goods issue is accompanied by such changes.
